地方團體

• 申請單位須為國內登記有案之本國公司、行號（商號）、社團法人（含團體、協會）。註：不包括外國公司設立之子公司、分公司及辦事處，且非屬於政府電子採購法系統拒絕往來戶。
• 就申請單位得邀集第三方合作單位共同規劃，合作單位須簽署「第三方合作意願書」（申請須知附件二），並對跨國團隊成員提供相關教學與資源。
• 申請單位示範點必須位於定義地區的分群2至分群4（詳見申請須知表1）。

跨國團隊成員

• 本國籍身分 Taiwanese Applicants
  • 年滿18歲（含）以上、45歲（含）以下之中華民國國民。Taiwanese citizens who age between 18 and 45 (both boundaries included.)
  • 在地人才優先錄取，例如：花蓮縣實務專題，則以戶籍設置於花蓮之居民為優先錄取條件。Priority will be given to local talents. For example, those who are located in Hualien will prioritily selected to the project based in Hualien.
  • 申請人不可為地方團體之現職員工、及負責人三等親（含）內之關係。Applicants cannot be current employees or third-degree relatives (inclusive) of the person in charge of local entities. (See Attachment 4, Affidavit Letter.)
• 外國籍身分 Foreign Applicants
  • 年滿18歲（含）以上、45歲（含）以下之外國籍人士。Those who are not Taiwanese citizens and age between 18 and 45 (both boundaries included.)
  • 持有中華民國居留證或工作證者。Those who hold valid Alien Resident Certificate (ARC) or work permit.
  • 持有中華民國大專院校之學生證者。（若已畢業則免此條件）Those who are students of MOE approved colleges or universities. Unnecessary for those who have graduated.
